If you're having trouble starting your Windows system because of a hal.dll is missing error, then here's what you need to do:

  1. Boot from your Windows XP CD installer.
  2. Follow the directions to start recovery console.
  3. Type the following commands:

    Attrib -H -R -S C:\Boot.ini
    DEL C:\Boot.ini
    BootCfg /Rebuild
    Fixboot

  4. Restart
